Program Administration Scale (PAS) Assessment

The Program Administration Scale for Centers (PAS) is a valid and reliable tool that measures the quality of a program’s administrative practices and supports best practices in a variety of program contexts, which helps to sustain high-quality learning environments at the classroom level. It is designed for early childhood programs and complements the widely used classroom Environment Rating Scales (ITERS-3, ECERS-3), as well as aligns with several requirements for Colorado Shines Ratings. It provides a focused view of both leadership and management by delving into ten subscales: 1) Human Resources Development, 2) Personnel Cost and Allocation, 3) Center Operations, 4) Child Assessment, 5) Fiscal Management, 6) Program Planning and Evaluation. 7) Family Partnerships, 8) Marketing and Public Relations, 9) Technology, 10) Staff Qualifications.

We offer Program Administration Scale (PAS) and Business Administration Scale (BAS) assessments. These assessments are not only beneficial for helping centers and family child care homes implement high quality business practices, they can also be used to earn credit for your Colorado Shines Rating!
