The Environment Rating Scales (ERS) project at Clayton started in 2004 as part of the Research and Evaluation Department and is now part of the Quality Assessment Services Department. The Quality Advancement Team are State Anchors for the Environment Rating Scales - they are your local ERS experts.
The Quality Advancement Team is trained annually to become anchors by The Environment Rating Scale Institute (ERSI) in North Carolina (authors of the scales). ERSI provides national-scale resources, while the Quality Advancement Team provides state-specific information. A large part of a Quality Advancement Specialist's role is to maintain Colorado Shines assessor's reliability in the Environment Rating Scales.
After an assessor completes the initial trainings on the content of the scales, they then accompany a State Anchor (Quality Advancement Team members) for three consecutive observations to ensure reliability. Once reliable, assessors complete reliability checks every 10th observation. Reliability checks consist of assessors observing in the same classroom at the same time and scoring independently, after which scores are reviewed and discussed. Assessors must show that their scores align within one point of the state anchor’s score. The reliability process is modeled after how ERSI conducts reliabilities for State Anchors nationally.

In collaboration with the Office of Early Childhood, we are preparing our state for the transition from the revised versions of the Environment Rating Scales to the third editions. We are currently training providers and coaches across the state in the new scales, virtually. Due to COVID-19, the Colorado Shines implementation of the third edition of the Environment Ratings Scales (ERS-3) was temporarily delayed. Starting in January 2022, the Colorado Shines assessors be conducting Colorado Shines Ratings in-person using the third editions of the scales (ECERS-3, ITERS-3, and FCCERS-3). Current CDC Guidelines During COVID for Early Childhood
These are the current guidelines that child care providers should be following:
- First and foremost, follow any local orders in place
- The Practical Guide for Operationalizing CDC's School Guidance (CDPHE Guidelines)
- CDC Guidelines for Operating Early Care and Education/ Child Care Programs
- Follow the requirements in the health and sanitation regulations for anything not covered in the guidelines listed above
- Consult with the local public health agency for anything that is not addressed in guidelines or the regulations
